Document volume is not where the cost sits. Starter is listed with unlimited document uploads and e-signatures. The free tier is the capped one, at 60 documents a year.
The gap between the tiers is about features. Per PandaDoc’s own plan cards, Business is where “Custom quotes and sales agreements”, “CRM integrations”, “Custom branding and content library”, “Deal rooms”, “Approval workflows”, “Web forms” and “Bulk send” appear. Enterprise adds “CPQ (configure, price, quote)”, “Workflow automation”, “Smart content”, “Single sign-on (SSO)”, “Team workspaces”, “Notary” and “API”. Several of those carry an asterisk on their page.
So the step from $19 to $49 is the one to price honestly. If what you need is custom branding or a CRM integration, Business is your practical entry point rather than Starter. And if you need API access or SSO, that is an Enterprise conversation rather than a self-serve purchase — worth knowing before you plan around it.
